After graduating from Ustinov Baltic State Technical University (St. Petersburg) in 1996, Alexander Stuglev began his career organizing conventions and conferences at the company Exhibitions-Seminars-Business (ESB). He was shortly appointed CEO of ESB and became one of the founders of convention and exhibition activities in Russia.
In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.

In 2001, appointed Deputy Minister of Labour and Social Protection of the Russian Federation. Supervised the issues of employment and human resources development.
In 2004, appointed Head of the newly formed Federal Service for Labour and Employment.
In 2008, appointed Deputy Minister of Health and Social Development of the Russian Federation. Нe was responsible for issues of national labour market policy, and social and demographic policy. One of Mr. Topilin’s successful projects was the development of anti-crisis measures for the labour market during the economic crisis of 2008-2010. Moreover, family social support measures taken at that time improved the demographic situation in the country. Mr. Topilin directly participated in the development of the 2011-2015 state programme "Friendly environment" aimed at the improvement of the quality of life for people with disabilities.
On 21 May, 2012, Mr. Topilin was appointed Minister of Labour and Social Protection of the Russian Federation. The following issues fall within his competence: labour-management relations, employment, demographic policy, social protection, social security, including retirement security, and state civil service.

Ivan Belozertsev was born on 15 September 1958 in Baranovo, Orel Region.
In 1980, he graduated from Ulyanovsk Tank Academy and, in 1992, from the Armed Forces Academy.
Mr Belozertsev started working as an assistant harvester operator while he was still at school.
1976–2004 – occupied various positions in the Army;

2005–2012 –Mayor of Penza;
2012–2015 – Legislative Council of Penza Region, Chairman
May 25, 2015 – appointed Acting Governor of Penza Region;

After graduating from Ustinov Baltic State Technical University (St. Petersburg) in 1996, Alexander Stuglev began his career organizing conventions and conferences at the company Exhibitions-Seminars-Business (ESB). He was shortly appointed CEO of ESB and became one of the founders of convention and exhibition activities in Russia.
In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.

Igor Orlov was born on 17 August 1964 in Debaltsevo, Donetsk Region. In 1987, he graduated from the Leningrad Institute of Aviation Instrumentation, specialising in Electric Equipment for Aircrafts, and gained a qualification as an Electrical Engineer. He holds a Master’s degree in Economics.After graduating, he was appointed as an Electrician to repair the electrical equipment at the Mechanical Engineering Enterprise Zvezdochka in Severodvinsk, Arkhangelsk Region. After working from 1988 to 1994 for scientific-research design and technology bureau Onega in Severodvinsk of the Arkhangelsk Region, Igor came back to Zvezdochka as Deputy General Manager. In 2008, he left Severodvinsk but continued his career in the same capacity at the Yantar Pribaltiysky Shipbuilding Works in Kaliningrad. Soon after that, he was appointed Managing Director of this enterprise. For just half a year, he worked as Senior Deputy Executive and Production Director of the car assembly company LLC Avtotor-Holding in Kaliningrad. In January 2012, Mr. Orlov became Governor of the Arkhangelsk Region. During his long career in industry, Igor Orlov was decorated with state and departmental awards: the Medal of the Order “For Merits to the Fatherland” of the second degree (2011), the Medal of Peter the Great (2004), the Medal “For Labour Valour” (2004) and the Lapel Pin “Shock Worker of the 12th Five-Year Plan” (1991).

In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.

In 1994-1996 Rustem Khamitov was heading the Ministry of wild-life conservation, nature management, prevention and liquidation of the emergency situations’ after-effects RB. In 1996-1999 he was the Minister for emergency situations and ecological security RB and a member of the Security Council RB. In 1999 Rustem Khamitov has headed the department for prevention and liquidation of emergency situations under the Emergencies Ministry of Russian Federation Since 2000 he was appointed the chief federal inspector in Republic of Bashkortostan under the Plenipotentiary of the President of Russian Federation in Volga federal district and further – the acting deputy Plenipotentiary of the President of Russian Federation in Volga federal district. In 2003-2004 Rustem Khamitov was the chief of the interregional inspectorate for the biggest tax-payers N4, the head of the Biggest Tax-Payers Department under the Ministry for taxes and dues of Russian Federation. In 2004 Rustem Khamitov was appointed the head of the Federal Water Resources Agency. He worked as the deputy President of JSC “RUSHYDRO” since 2009. On July 15, 2010, Rustem Zakievitch Khamitov was appointed the interim acting President of Republic of Bashkortostan in accordance with the decree of the President of Russian Federation Dmitry Medvedev. On July 19, 2010, the deputies of the State Council-Kurultay-RB have approved the candidature of Rustem Khamitov, offered by the President of Russia and vested him with the authority of the President of Republic of Bashkortostan. Rustem Khamitov is a doctor of technical sciences on the problems of automated control systems. He is the author of more than 100 scientific publications. Rustem Khamitov is rewarded with the Honorable Diploma RB (1999), with the Honorable Diploma of Russian Federation’s Government (2004) and with the Gratitude of the President of Russian Federation (2008). Sergey Morozov was born on September 6, 1959 in Ulyanovsk. After graduating from high school, he worked as a machine operator at a furniture factory. He served in the Pacific Fleet from 1977 to 1980.Since 1981 he has worked at the law-enforcement bodies. He graduated from the All-Union Legal Institute with a major in law. He worked his way up from a criminal investigation inspector at the district office of internal affairs up to the head of a special anti-drug trafficking office of the Internal Affairs Department of the Ulyanovsk Region. In 1995, he was appointed head of the Internal Affairs Department of Dimitrovgrad. In December 2000 he was elected Mayor of Dimitrovgrad. In 2003, Dimitrovgrad won a federal competition and was granted the title of the “Cultural Capital of the Volga Region of 2004”. He has twice been awarded special government prizes for achievements in municipal improvements.In December 2004 Mr. Morozov was elected Head of the Administration of the Ulyanovsk Region. On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. He defended his dissertation on the subject “Formation of a socioeconomic development strategy for the region”.He is married with five children: two sons and three daughters.

After graduating from Ustinov Baltic State Technical University (St. Petersburg) in 1996, Alexander Stuglev began his career organizing conventions and conferences at the company Exhibitions-Seminars-Business (ESB). He was shortly appointed CEO of ESB and became one of the founders of convention and exhibition activities in Russia.
In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.

Mr. Sitdekov invested in Real Estate and completed the acquisition of a warehousing complex “Terminal Solnechny,” along with its renovation and sale to a strategic investor. He led and successfully completed the private placement of Russia’s leading water supply and sewage system operator “Rosvodocanal” to a reputable international financial investor. He has also accomplished several projects on restructuring of the bad debt portfolio of Alfa Bank.
From 2003-2005 Mr. Sitdekov served as Chief Financial Officer at power generating company OJSC Sochi TES (a subsidiary of RAO Unified Energy System of Russia). From 2001-2003 Mr. Sitdekov was a Senior Consultant at Creditanstalt Investment Bank. Mr. Sitdekov got his start in business as a Consultant at PriceWaterhouseCoopers working in the Energy and Mining advisory group.
Mr. Sitdekov graduated from the Plekhanov Economy Academy of Russia in 2001. In 2012 he received MBA degree from the University of Chicago Booth School of Business (London).

Rustem Khamitov is a doctor of technical sciences on the problems of automated control systems. He is the author of more than 100 scientific publications. Prior to his appointment as Chairman of the Government of the Republic of Sakha (Yakutia), Evgeny CHEKIN was actively involved in the medical and financial sectors, working his way up from a resident physician at the Department of Neurology and chief economist of the Financial Department to senior positions. Highlights of his professional activities include forming Yakutia’s state policy on investment activity and public-private partnership, creating and implementing the cluster policy for the region’s development, and establishing regional development institutions in the Republic of Sakha (Yakutia). In 1977 she graduated from Ussuriysk State Teacher Training College, followed by the Khabarovsk Higher Party School and professional development courses at the Finance Academy under the Government of the Russian Federation. She now holds a PhD in Economics.
From 1971–1991, she worked as a teacher at a boarding school in Vladivostok and was involved in party activities. From 1991–1993, she was Vice President, General Director of the Maritime Territory Women’s For-Profit Charity Organization ANNA. From 1993–1999, she was a deputy in the State Duma of the Russian Federation, a member of the Women of Russia faction, a member of the Committee on Budget, Taxes, Banks and Finance. From 2000–2001, Orlova was Vice President of ZAO NPO Krosna.
In November 2001, she was elected to the Federation Council to represent the Council of People’s Deputies of the Kemerovo Region. From January 2004 to March 2013, she acted as Deputy Chairperson of the Federation Council of the Federal Assembly of the Russian Federation.
By presidential decree of the Russian Federation as of March 24, 2013, she was appointed Acting Governor of the Vladimir Region.
On September 8, 2013 elected Governor of the Vladimir Region.
She is a recipient of the Order For Services to Homeland of the fourth degree, Order of Honor, Order of Commonwealth, medal of the Order For Services to Homeland of second degree, a medal In Commemoration of 850 Years of Moscow, a medal In the Commemoration of 1000 Years of Kazan, the P.A. She is Deputy Chairperson of the Congress of Local and Regional Authorities of the Council of Europe and heads Russia’s delegation to the Congress.

On March 28, 2006, the deputies of the Legislative Assembly of the Ulyanovsk Region approved Mr. Morozov’s candidacy for Governor of the Ulyanovsk Region as submitted by Russian President Vladimir Putin. On March 6, 2011, he was re-elected as Governor for a new term.Mr. Morozov has a PhD in Economy. In December 2014, Marina Rakova presented her project called New Model for Extracurricular Education for Children to the Agency of Strategic Initiatives. The project was approved on May 27, 2015.
In late 2015 Khanty-Mansiysk Autonomous Region opened Quantoriums - the first science parks for kids that are brining this model to life. Quantoriums use unique educational programs, technology and equipment, created by a community of young and renowned scholars, tech start-up developers, as well as heads of large manufacturing facilities and state corporations that was formed by Marina.
In 2016 Russia opened 24 Quantoriums. The network is expected to expand up to 750 by 2020.

In 2009-2011 Alexey managed his own investment company New Nations Capital (venture capital investments, investment banking). In 2006-2009 he worked in the position of Managing Director in the investment company United Gold Company (UGC), being a part of Alfa-Group consortium.In 2003-2006 he was Vice-President in Delta Private Equity, one of the leading private equity companies in Russia, managing over 500 million dollars capital. He participated in a number of landmark deals including sale of Delta Bank, of TV channels STS and TV-3, of the National Cable Networks holding, of the company Compulink. In 2002-2003 Mr. Chekunkov took part in consolidation of gold-mining assets in the Republic of Sakha (Yakutia) as the Projects Director in the Investment Group Alrosa.

After graduating from Ustinov Baltic State Technical University (St. Petersburg) in 1996, Alexander Stuglev began his career organizing conventions and conferences at the company Exhibitions-Seminars-Business (ESB). He was shortly appointed CEO of ESB and became one of the founders of convention and exhibition activities in Russia.
In 2006, Stuglev took over the company Restek Congress, the main contractor for the St. Petersburg International Economic Forum. A year later, he became Executive Director of the SPIEF Foundation, the Forum’s operator. In 2009, Stuglev was appointed CEO of the SPIEF Foundation. In the following years, the St. Petersburg International Economic Forum became the largest event of its kind in Russia with participants traditionally including heads of state, top politicians, and leaders of global business.
In December 2015, the SPIEF Foundation was renamed Roscongress Foundation and became the operator of several major convention and exhibition events in Russia, including forums in Sochi and Vladivostok as well as the Foundation’s offsite sessions abroad.
Alexander Stuglev was awarded the Medal of the Order ‘For Merit to the Fatherland’, second class, on 17 August 2017 for his contribution to preparation for and the holding of the 20th St. Petersburg International Economic Forum.

Born in 1969, Dmitry Rudenko graduated from the Bauman Moscow State Technical University in 1993. Over the following five years, he worked at Promradtekhbank, where he was head of the retail division. In January 1999, he joined a working group set up to reorganize Russian Standard Bank and became one of its co-founders and key executives. During that period, the bank implemented a ‘lean’ bank model operating without cash desks, a cash recycling function in its ATMs, anti-fraud biometric face recognition, real-time marketing technology. Since March 2016, he has been the chief executive of Pochta Bank, which was established on the basis of Leto Bank with support from VTB and Russian Post.
